Especially since the parts the clouds cover presumably have actual people living on it, going about their lives as per normal, and thus it's not completely terra incognita.

It gets even more hilarious when the Endwalker trailer uses that map in the Sharlayan scene with Y'shtola and Fourchenalt, which means even Sharlayan maps have that cloud cover.
