I highly doubt they haven't been banned someone that does that would be immediately banned for breaking the EULA.
If they are the same person and you can evidence it, send it straight to the GMs and put the report as ban dodging. Ban dodging is also an offence SE take very seriously and if you can prove someone is ban dodging they will get banned on any account they make.
This is the downside of free accounts unfortunately, people can continuously use an email to keep making new accounts to continuously be awful, SE however does take both offenses very seriously so be vigilant.


If you don't include timestamps on your report with an excerpt from the chat log, nothing will happen.
That said, maybe you need to take a step back here because what you may perceive as racist and homophobic remarks... may not actually be racist and homophobic remarks.
Your first problem is dealing with the Novice Network at all. Anyone who's anyone knows to avoid it like the plague.
I dunno man.
I've reported like 1 person a year since I started playing back in 2015 - and every single time a GM got back to me within an hour.
Even the times when I was like "this guy was telling sprouts to kill themselves - I'm not personally offended and don't need a response, just look at the log and probably give em a timeout"
Twice I could tell they almost immediately followed through on at least part of the report- one had named himself "Adelf Hilter", and another named himself outright profanity that I have no idea how it got through a filter - and those names disappeared from the lodestone within 24 hours after GMs forced a change.
Basically, they take that kind of thing seriously. Maybe you're over-reporting? Getting over-offended? Not accepting anything other than an instant, obvious ban as a response?
Isn't blacklist a thing in this game anymore?


One thing to keep in mind is that the NN is treated just like FC and LS chats when it comes to moderation by GMs. SE's rule for those channels is that they are player moderated and they will only step in if the person is doing something really really really atrocious. Such as telling people to kill themselves or making death threats. While it sucks that it means people can make disparaging remarks towards each other and get rather nasty, you do have the tools to deal with this in these settings such as kicking from the chat and black listing. Now if they intentionally attempt to circumvent those, THEN the GMs will step in.
