I am actually referencing off of the male Hrothgar since that's the only Hrothgar we have in game. Viera were both incredibly close to Elezen, so that's the best guess with the available information we have.

That's a weak base, then.
As we see with Draggos, males and females don't actually have to mimic the same Base racial body type the other is going for. I'd also point out that from what we've seen, Male Viera look like a mix of Cat Bois and Female Viera instead of looking like male Elezen with bunny ears. So, there's no real reason to think "Gender of new Race uses X type as a base, so the other gender of X would be the base for the other gender" as we haven't seen that be the case yet.
Like, we actually had a Female Draggo rep in the game before the males via Yugiri, so there would actually be reason to think the males would also be short if you were actively talking about the new race back then. (And the "Yugiri" we saw was actually a heavily modified Cat girl because the race wasn't ready for presentation yet. )

It looked like a typical FemRoe body to me, nothing really unique.

Odd that you play Femroe and can't tell. I've seen a number of people legit meme it as "lul, SE just gave the Femroe Queen a Viera body/ up-scaled middie body" so it seems clear to most.

We all want that, but there's no point in ignoring what they have given us just because they don't look like Henry Cavill with boobs.
