I'm feeling like their expectation was that more people would be willing to run the duels for the notes that are otherwise rare drops.
Perhaps their seeming indifference towards the Flare Star cheesing is their way of being merciful...?

Just guessing, but the 5.57 updates for Bozja seem to be simple fixes they could do quickly. Scaling fixes and adding a alternative for note are probably a bit more complex to implement so soon in response to feedback. Hopefully we'll see some kind of note exchange in 5.58 (if not earlier).I find it odd that they didn't actually fix some other things like the wacky northern FATE scaling in Zadnor or Menenius' forced march debuff glitching out, though it could just be that this update was on the backburner for a while already and they didn't have time to sneak in fixes for everything.
Really glad they buffed the Timeworn step and the change to the Dyunbu notes makes it feel like they are at least aware of the problem.
See, there's only really a 'problem' if you assume that they wanted the bike mount to be easier to get; but it's not. It's intended to be a timesink grind to keep people in the Save the Queen grind for longer in the months moving up to Endwalker. The grind is only lessened a bit if you're willing to go do the duels.Just guessing, but the 5.57 updates for Bozja seem to be simple fixes they could do quickly. Dyunbyu's notes were fixed to be more in line with other field notes of its rarity - Vast majority of 3*s can be dropped in skirmishes the game naturally spawns, while 5*s all have at least one guaranteed method to obtain them. At 4*, Dyunbyu had only a single, non-guaranteed, manually spawned fate option, making it harder to get than 5*s, so they fixed it to be more in line with how it should be. Chances are it's still going to have a very low drop rate, and extremely likely you won't see a field note cluster exchange option in .58, if ever.
Or their indifference is due to the fact that it's side content that doesn't have bearing on the main game's PVE, thus they're not really interested in trying to keep balance in content that's setup to be a playing field where the devs can design OP actions and the players can have fun with said actions. They're more than likely just amused at how players figured out the flare star cheese, much akin to how they're amused when the playerbase manages to figure out strats that bypass or break certain mechanics they had designed (T2 enrage, T5 pet soak, T6 burn strat, A4s nisi cheese, O5s ghost train skip, etc).
There was insanely ridiculously high damage combo plays in Eureka content too they never nerfed despite how overwhelming they were compared to other options. I have no doubts they care very little that the playerbase figures out OP combos.

I have done Dalriada 84 times and only one single note has dropped. Mene's note. No Lyons. 84 times. And Mene's note dropped in the first 10 runs. So I havent seen a note in over 70 runs.
In that 84 times,
I've gotten the orchestral note 5 times
I got the Dinosaur mount 3 FREAKING TIMES
There has to be an issue with the RNG with Dalriada if in 84 runs I get the mount three times and 1 note. And I know some of you will go "Do the duel. you can cheese it". That would be all fine and dandy if I could get to it. Never see it pop and when it does pop I'm in Dalriada. If they didnt change the RNG and instead made it that you need 100 or more Platinum coins to get the field note, it would not diminish any playability as the only way to really get platinum coins is running Dalriada. It would keep it alive. But as of now much like every other person struggling, I'm completely sick of it and once I get my note I'm not setting foot in Zadnor ever again.

Finnally done: of Steel and Flame *22 / For Absenth Friends *11, No Camping Allowed *7, Brought to Heal *14 / Lacus more then 50... i stopped counting / Dalriada *18 / An End to Atrocities *9
These are the Numbers for the Field notes i needed to grind out in the End. Honestly that was frustrating und unfun as hell. But way less then i thought it would be.
I fully sympathize. I got my last note (Lyon II, in Dalriada) yesterday (my 51rst run). I wont talk about Castrum and Delubrum. It wasn't a nice journey, to say the least, and this exclusively due to drop rates. For Save the Queen areas, including the 3 raids, I think they should have a pity system established from the first day. Make the RNG drops exchangeable for coins. An ungodly amount of coins if you want. But something that we players can see, so we know we are moving towards a goal. You can reduce the amount of coins needed for that exchange in later patches if you want, to make it easier. But let us see a real objective from the start, instead of plunging us in RNG uncertainty for weeks/months. It is frustrating, it is not fun, it alienates many people from the game, and kills their wish to thread into that content ever again.I have done Dalriada 84 times and only one single note has dropped. The problems with the notes is not the challenge in getting the notes as much as how they made it challenging. There is no way that a Lyon field note is worth 50 runs of castrum, which is what one needs to get a siege liege title, and the same can be said of any of the other 5 star notes. If one could be assured they can get a note after putting in a certain amount of time, there would definitely be less complaining.
It is kind of funny that the only reason this is happening is due to the mount achievement being added and people actually caring about getting all the field notes. Outside of completionists there was no real motivation to get all the notes, so all this feedback on actually getting the notes was kind of brushed under the rug.
