No, the cutscenes need to be a constant that is un-coupled from any particular player. Otherwise, the long cinemas become the newbie's "fault" and everyone knows it. Or, as ItMe pointed out, experienced players will just leave in hopes of getting a non-cutscene run later.

I say, make some of the other ARR dungeon cinematics unskippable as well. It's impossible to enjoy them or experience them properly when you can practically FEEL the other party members breathing down your neck as you try to speed-read as fast as possible and barely pay attention to what's being said.
