Yeah no I don't see it. Maybe because she is from a race who naturally can have dark skin. There are SO many sub-categories of gyaru, most of them don't even have the look you are trying to pinpoint which is most likely Ganguro or Mamba, Gyaru is a general term, there are gyaru types that are literally called 白ギャル (shirogyaru) just meaning pale skin and bleached hair. And for the sake of the dev team I seriously hope they did not model her after Ganguro or Mamba.
