Well no, they do that with all content.
It's buffed later to make catching up easier. New rewards are peppered in to keep vets going back to older content so newer players have people to play with.
They've been doing this since ARR.

I just cleared it with 8 players. HP buffs are ridiculous, I had over 440k as WHM. The last boss is pretty cool tho.
Zadnor is inherently in a much better spot then Castrum due to the bloated echo buff making it reasonably doable with less then eight people.
It's also specifically designed for a low number of people as there's only ever two way splits.
Castrum would benefit from the same buff as the first boss is presently extremely difficult to low man due to the bottom having to withstand significantly more damage from the stack AoE spam. The water AoE on the second boss also does split damage to everyone it hits, which can result in some very bloated numbers when low-manning as well.

This is our fourth iteration of OG Diadem despite how much people hated Diadem.
I wouldn't expect them to learn what's wrong with Bozja's duties' requirements either. I don't think they implement content based on player feedback, but just what they feel like, honestly.
My issues with Dalriada
-cannot go back if take a bike, that's it all they wrote, you can royally mess up with a small party here So yeah a way back in case people toolbar the split would be nice
- No trade in for shealf notes still, I hate leaving these things to pure rng especially for something like Dalriada, missing 2 on Front, 2 on Zadnor and 2 in Dalriada going to be awhile to get that mount.
-Vuln stacks are not even a slap on the wrist for 2nd boss, just can ignore the entire mechanic and deal more damage the stacks wear off before anything actually might threaten you XD
- No box, just why? Yea ok they give you ample time but there is always going to be someone who may show up last second, Add a box to this and CLL be very helpful.
-DR specific essences remain DR specific wish could've used them here as well
Praise for Dalriada
-My 1st clear was with 7 people, 3 tanks 4 dps, future proofing it so long as someone knows what they are doing.
- Over 3m mettle for a clear right off the bat, thank you there is no worries about loss of mettle here.
- unique dungeon interactions, I always love these and wish actual dungeons have them, imagine a dungeon with 4 paths for each player pressing switches as you go along to open other player pathways (Like the Valentoine's event maze)
Oh another negative for Dalriada just 3 raw emotions drop is nowhere near enough to favour it over lv70 dungeons XD

Considering Dalriada can be cleared with 5 players at minimum I'd say they learned a lot.
Seems like a fair trade for the time and effort involved, but yeah...I would imagine that grinding Hell's Lid is going to be more efficient. I ran HoH earlier and it appears to have the same drop rate as PotD did during the Law's Order relic grind, so not very good. Dungeon spam would probably work out better than HoH and Dalriada.

It's pretty easy since it adjusts based on how many people actually do it. It's way more forgiving than Castrum Litore.
Considering when I was trying to clear Castrum before they updated the loot my experience was to end up with 18 people who'd then leave because it's not worth the waste of mettle trying. If people are clearing with 8 then this is definitely a step up. Though I've yet to get around to doing the new zone. But actually doing Castrum was a fun experience.
Then Delubrum in contrast, my biggest complaint is the doom mechanic, I feel like it has a better place in Savage where you're expecting better co-ordination with people, so I'd be hesitant to use Delubrum as a 'good' example. I'm not against adding challenges, heck I support it but the doom mechanic felt too much like artificial difficulty where it can make runs of it more painful than they need to be. But some of the fight mechanics are fun. The Doom mechanic is more frustrating as a healer, I'd rather heal people for making mistakes than rez people for making them, maybe then it feels like I'm playing my role.

Well, look at how many people are in there doing their relic weapons! The content is a success! We'll give the players more of it next time!
