There are already plenty of races where the male is taller than the female. This is all just fantasy, so it's perfectly fine to have races where the females are the taller ones. Which is exactly why they should do it, because that's exactly what makes fantasy interesting. When you get the opportunity to vary and go beyond real life, why wouldn't you? It's boring to just do the same thing over and over.
