How can you compare? Which other races are "missing some"?

And yes, characters get given hairstyles all the time that aren't accessible by players. All the major NPCs with unique hairstyles or faces, probably most relevantly Au Ra with horns that don't match the normal face like Yugiri and Mide.

yes but you are comparing unique NPC to generic NPC its a little different
like obviously story characters are gonna get privilege
but characters that are just there to give the place more life

I'm not going to stretch this argument out, but it is clearly a thing that they can do with NPCs if they wish to, using their special dev powers that the players can't replicate.

Therefore the fact that they have done it with some NPCs, even unimportant ones, is not proof that they have worked out how to let players do it too - because they have the ability to do it other ways. So you can't assume it's a sign that they've worked it out, especially when it hasn't been released in the meanwhile.
