The reason for the first suggestion is similar to the reason for the others; that is to not hold up everybody with a timer. There are people who will wait until the end of the timer so that others will get tired of waiting and leave, giving them the best odds at the loot. If this is really so widespread an issue it needs correcting, preventing people from rolling greed might not really address the problem...
Especially since the items people generally do this for are things everyone can need on, like mounts and minions and music and hairstyles.
