    Problem is using your example you have no way to prove the bullet was fired from said gun. So yeah without that then the possibly remains that something else is responsible. Sure it may be unlikely but without it then doubt can be established which personally I do not think people should be found guilty of something if the possibility remains as that they are innocent.

    In the end SE GM’s go based off what they can prove. In the end yeah if they cannot prove the violation then they will not take action.
