So yes, without getting the riding map, the motorcycle does go faster in the zone then your other mounts. But the price of the map is pretty low, I think it's like 25 clusters. Not really a big deal either, considering that it's not too terribly difficult to get to where you need to go though aetheryte shards.
The speed boost that the SDS Fenrir offers is only available in areas where said boosts are already available. So basically, you get to ride around zones where riding maps are purchasable for and are able to take advantage of that boost. Bozjan Southern Front's mount speed has been fixed from the start. The latest riding map doesn't change that, and it provides the same boost to SDS Fenrir as it does to every single mount one can use. All mounts have been on even ground in there, before and after this addition.
