Daemon is right, your issue is that you don't have XIV for PS4.

In re: region, it's your Square Enix account that will determine which region you need to buy FFXIV PS4 version for. If it's a EU Square Enix account, then you can only use EU FFXIV registration codes. NA Square Enix Account would require NA FFXIV registration codes.
