Okay nice screenshot, appreciate the attempt to assist, but I already stated this in the op:

I do not have any frame limits in-game, in the nvdia control panel, or in any other 3rd party tuners. I have double and triple checked that.

I know about that setting, I specified in my post no in-game limiters are active. Besides, it's the opposite problem that this setting would cause. If you read again you'll see that I said the frame rate is reduced when the game is focused, NOT in the background.
