There are a lot of things that can happen from announcement to release. They might have have several issues pop up before SHB launch that they didn't forsee. For all we know they were on track, then fell behind, and rushed the final product for release. Or were given an unreasonable work window to begin with. It is actually the norm for game companies these days to announce projects that are not even near completion, but expected to be released in a tight timeframe.

Devs don't actually have control over that, the publisher does. They say pull the trigger and everyone has to hop to it.
