Idk if he’s actually talking about the sea is the thing. He may just go around killing Garleans to get souls but i do want it to be the sea in hopes of him nomming hydy instead.

That would kind of go against his fundamental philosophy of preferring to not bother with the weak and also assumes he's evolved into some kind of soul-sucking monstrosity post-resurrection when everything thus far just suggests he's possessed of an Echo comparable to that of an unsundered Ascian.

I think it's more probable that he's going to use some variation of the Resonant technology to further infuse himself with more power that's being gathered from the towers as a side effect of their bringing about the second coming of the Final Days.
