It don't even make much sense from a company's view, as instead of being able to sell to 100% of your player base you are cutting off any not playing x gender.
I don’t see it as a bad idea. It’s a way to make sure there’s somewhat of a balance between male gear and female gear. If everything wasn’t genderlocked, guarantee we’d just be getting constant feminine gear. Just look at the nier raid coffer and the eden healing gear.

As hyperbolic as this sounds.... it's fair to say we're already seeing this with hair since that went entirely unisex.

It's always needed 2 models (by x races) to be made for the clothing. Made 7 years ago, or made today, it's the same number of artist hours to model the boobies into the female clothing asset and texture it (or remove the boobies for a male version).

I don't see how it really changes anything. If the artist spent 100 hours back in 2013 to make both models, or 70 hours in 2013 to make a single gender model and 30 hours in 2021 to add the other gender. It's still 100 hours of artist time.
I'd think that player was only referring to the concept art/design of the item, which yeah would be just 1 effort.

But you're right about the working hours to model the 3D item, and not even about boobies... The female body's proportions are completely distinct, it's like refitting the model to a different race altogether.

Being a Thighlander WHM main who's had to glam over my artifact gear for years, yeah, I hate gender locked gear. Sometimes the males get awesome coats or duster looks and we get frills and flounces and short skirts and Daisy dukes. Far too often the female version is meant to be "cute" and we're never given an option to look any other way.
