What makes it sting is the fact that you're paying for it.
XIV store items are premium items. Ideally, they ought to be wearable by anyone (no gender lock), dyeable, and not set to one piece so as to mix and match.
This whole thing with the viera/hrothgar hairstyles/headgear is on a continuum, as in, it continues to suck.

There's always two sides to everything, while a lot of people say if it was this or no new races, they shouldn't have released them, I'm happy they did, before Viera I used to change my appearance nearly weekly, no race or appearance could I settle on, Au Ra was what I lasted the longest as, but I wasn't happy, just tired of changing so I "settled for the best I could manage. Since Viera, I made a few hair and makeup changes two weeks into 5.0 and nothing, I've not even changed hair style since, I'm finally fully happy with my character.
We'll just have to see what Endwalker brings, though I'm fairly sure Yoshi said in interviews while they plan for engine, CC and other large backend upgrades that they weren't for 6.0. So as far as missing Genders, all hats and hairs and more CC options, I think people really need to temper their expectations.

They have already stated that it is unlikely they will be able to add any new races (i.e. character models) into the game after this, due to the ongoing cost and time it adds to fitting costumes and emotes to them, and that's why they chose to go the half-and-half route with Viera and Hrothgar instead of adding one and possibly never being able to add the other. That would mean we are equally unlikely to get the extra genders for practical reasons, even if they wish they could add them.
