I think this is probably because you can just craft the gear yourself. With that said however I don't think it would hurt anything for them to add a basic level 50, 60, 70 set to help out new crafters. Perhaps a one time bonus thing because it would be a bit silly if you leveled all the crafters and had a ton of repeat rewards.

To 78 or so, they are available from vendors. Not too expensive to buy.

Yeah you can buy them easily enough except for certain accessories. I always just crafted my own as I leveled up.

It's so much quicker to level now it kind of feels like you fly through gear faster than it's worth the time to craft your own until you hit level cap.

This. I've been catching up on my crafters and leveling is so fast now its insane. I cant even be bothered to craft my own until I hit cap as its not worth the time.

The level 60/70 yellow scrip gear only costs 1k or so for a full set (plus 750 for a pair of tools.) A single round of Custom Deliveries will give you more than that.
