Well, in the mean time, does anyone know how to stop this from happening?

I'm only on my first step in the Skysteel tools chain and it's already so annoying I simply stopped trying twice.

I have to fish there because the quest REQUIRES me to do that. But I can't fish there because the game doesn't let me. How did everybody get through this?
