I have two major issues with this. First, if you want DH to be a DPS exclusive stat, then Tenacity needs to be an equally desirable stat. Why are you punishing people for picking an underrepresented role? Second, if you want DH to truly be a DPS exclusive effect, no tank should ever have access to it, WAR included. Stick with Crit, like you said. This selective, inconsistent, preferential treatment is what I dislike.

This much is easily fixable: change Berserk's effect to "Increases damage dealt by 25% and guarantees that all attacks are critical hits."

Then they can restrict dhit to DD jobs without nerfing Berserk.
