Why aren't Idyllshire in the Eorzean Alliance

Idyllshire isn't a country. It might become one someday if it expands and reclaims more of the old city and forms a central government, but right now it's mostly just an outpost and refugee camp that's supported almost entirely by Rowena and the adventuring trade. There's nothing to ally with in the first place.

She's living the hermit life, and an eccentric one at that; hardly qualifying as being involved in Idyllshire in even an unofficial capacity. Besides, she revealed a low opinion of her former Sharlayan fellows when you first meet her, didn't she?

Is it? Maybe the ingenuity and "city of learning" but it's the old attitude of all being welcome to learn, not the isolationist view of modern Sharlayan.

The goblins haven't expressed any political inclinations one way or the other, but I think it's more just "not concerned with affairs beyond immediate society" rather than actively remaining neutral.

I admit... I'd have to replay Heavensward to know wether that's an impression I got that was never challenged, or wether there was something in game that lead me to think this way.
