There is a lot of this historically of course, and also a lot of “nothing gets wasted” in FF’s dev work.
For example, I would not be surprised if the models used for the Succubi and the smaller sea dragons were originally meant to be some sort of Shiva or Leviathan at one point (they very closely resemble the models/sizes and posture used in FF11). Can’t say this is true, just that it wouldn’t surprise me.
I think the Succubi started out as a reskin of the Dissidia Cloud of Darkness skeleton while the small sea dragons are a reskin of this game's Leviathan. I don't mind this in general, but there are definitely a few major cases where you really would have figured they would have put in the extra time/effort. For me the biggest one was the major armoured angel enemy from the Shadowbringers trailer. It's an extremely cool looking design and fit ShB perfectly but when I found out it was actually just a reused boss from a hard mode dungeon (which I hadn't done prior to seeing the trailer) I was really disappointed.
The mob itself isn't a boss, but the dracos present in Lakeland and Il Mheg are using Bahamut Prime's model skeleton while in flight.

I know palette swap mobs were already mentioned in the main post but when I started paying attention to that, the number of monster models that gets recycled since ARR all the way til current content is drastically higher than most people say. Not counting models taken straight from XII.
I think the lion also appeared in that dungeon and I want to say that there was a point to it; in the lore, Amdapor is the source of white magic (mhach is black). So a lot of the creatures are meant to be extremely light based (angels or angelic). A similar thing can be observed by the light-based gargoyles near the end of the Vault dungeon.
In a similar way, were we ever to go to the Void shard, I would not be surprised to see a lot of mobs that we’ve already seen many times already since the void spills regularly into the source.
