Reqs have very little to do with finding good mentors. Neither do commendations. You can farm commendations just as easily as farming mentor roulettes (and why would you do more than 7 roulettes a week?)
Mentors need to have some sort of flagging or review in place where if enough people report a mentor for abuse, their logs are reviewed by the same task force that checks cheaters. If they are found to be in violation they should have status removed (or possibly suspended for first infractions).

Lack of mentoring isn't abuse, lack of talking isnt either. But rushing or denigrating a player is.

Mentors aren't experts and honestly we should just remove the crown and replace it with something less status charged. They're just supposed to be people willing to help if asked.
