It's not the first time that tiny snippet has shown up in this thread, but there is not actual context to say when GM Dorxenore made that statement.Using PF for non-content purposes has been approved by GMs explicitly in the past, as has ERP. PF entries for ERP for gil, even.

The GM in OP's post appears to be going against precedent. There's certainly nothing in the TOS that supports their interpretation. Squenix is free to change their minds on that, but they need to update the TOS to reflect that.
I don't, but unless it's from the first few months that PF existed I don't think it matters much. To my knowledge there haven't been any TOS changes since relating to the Party Finder, nor any communication from Squenix saying "only use Party Finder to run content." All we have before this are statements from them explicitly allowing Party Finder to be used for other purposes, whether it's ERP or selling runs for gil.

No, I was just asking because of them condoning ERP in game. AFAIK they only ever have condemned ERP in public, but not seeking it publicly (without being explicit) or doing it in private. Having an FC named "Eorzean Royal Pastries" specializing in "cream pies"? Not okay. Just flat out mentioning "our FC is 18+ and ERP-friendly"? Fine, apparently. And it does make a certain amount of sense.
