I wonder how much of that is logistic and developmental concerns, and how much of it is just the fact that none of the, like, 3 people that can make ultimate raids likes or wants to work on Ultimates.
i love ultimates. i love the work i've put in on progging TEA, i love the night i joined an O4S clear party and we all said, "h*ck it, let's just jump in to UCoB" and had an absolute blast trying to get through Twintania phase. but if the people working on them hate doing it, they will suffer and i'm not sure they'll end up as enjoyable.

I agree.i love ultimates. i love the work i've put in on progging TEA, i love the night i joined an O4S clear party and we all said, "h*ck it, let's just jump in to UCoB" and had an absolute blast trying to get through Twintania phase. but if the people working on them hate doing it, they will suffer and i'm not sure they'll end up as enjoyable.
I hope they find a more enjoyable way to develop them.
As I understand it a lot of their frustrations come from incredible pressure to make raids as perfect as possible.
Not only are they very very looked forward to, but also because they're so highly tuned any hiccup can just amount to a disaster (which is why even if a job has problems they don't do hot fixes before an Ult drops.)
The pressure they face to really deliver with this content is just too great.

No, it quite literally means one is cut. If one of the two EW ultimates is a delayed ShB ultimate that is at least 70% done (at this moment - this many months before EW), then where is the third ultimate (rather the second EW ultimate)? If only two are coming out one was cut, and the resources are being allocated elsewhere. There wont be anything else 'instead'. Of course it ultimately means there's less content, that's what Delays do, they push everything back, so within a certain time frame you have less that there would have been.
These little "gotcha" comments are pretty pathetic. "Ahah! you said 'delay' but actually it means 'cut' which is totally different and therefore you lied. Gotcha!"
This isn't even a 'game development' thing specifically. Anyone who has ever worked on a large scale project, or had to professionally deliver a product in a certain time frame will understand this. Y'all need to grow up.
They're likely constrained by budgets and management choices, and nothing they do to make up for that is going to 'replace' the content lost from this delay.
They could go out of their way to work harder and provide more, like they did with Viera/Hrothgar hats, but Japanese work ethic being what it is, I'd hope they don't kill themselves trying.

Imagine thinking the same developer that works on Ultimate(s) would be the same developer working on Island Sanctuary, or vice versa.
Cluelessness has limits.

This is why I tend to really dislike people denying something due to budget; although, maybe in general I just don't like no(s) lol.. It's actually possible that the person who makes ultimate is now working on the island, maybe they were tired of ultimate or maybe they just also had a passion for this. Or you know it's possible ultimate team never touches that sort of stuff because it's lame to them. It's possible it's set aside because they need ultimate team to 'all hands on deck' the expansion content first (kind of what Yoshida said). It's possible SE thinks the return of investment is not worth it.
It's... possible.. something.. happens.. yeah..
So I generally dislike that as it seems like a great way to trashbin something if you ignore the fact we've no clue what's going on lol. Rather just say what you'd want (or not want), and go from there.
