I don't remember them saying NEVER. I recall quite a few statements of adaptation over time. It has been some time. I don't even play Viera or Hrothgar but.. the sentiment is understandable.
WHERE IS THIS KETTLE EVERYONE KEEPS INTRODUCING ME TO?

Q: With the two new races' unique heads, how will their headgear work?
A: It won't be displayed, because those face parts wouldn't work in FFXIV's system if headgear were involved. Even Viera ears would've had to be moved down to where Miqo'te ears are. It would've been meaningless if you couldn't go all-out creating characters from these new races, so we decided that helmets wouldn't be necessary. You can equip them, but they won't be displayed. However, things that replace the head are OK, like the snowman head, fat chocobo head, etc. No glasses. Basically, the default is that it won't be shown, and only things that replace the head are ok. We'll make more things compatible over time, bit by bit, but they won't be compatible at launch.

It was after this interview that Yoshida learned that some of his staff had done off the clock work making a limited number of pieces of headgear work for viera and hrothgar work. But the initial implementation was always to be that the only pieces that would be display are those that replace the entire head. They did indeed make more available. But it shouldn't really be a surprise that with all the other stresses on the work environment over the past year that adding additional helms to the races was not considered a high priority. Playable content always takes priority over something like this where the game works even if you can't wear hats, especially when this is an issue that effects less than 10% of the playerbase.

They'd get some, not all. Particularly hats, helmets. "Not 100% of headgear".
I'm more concerned that they have seem to have forgotten about them. They get left out of a multitude of event rewards, and have gotten zero updates, even though it was stated they would receive more hairs. They have gone on to update this game, as if viera/hrothgar don't even exist. EVEN IF they announced some new hairstyles in May, or for 6.0, that's WAY TOO long of a wait! I just wonder how many hairstyles, and event items, viera will continue to be left out of during EW..

Yeah...as much as I love playing Hrothgar, I can only take the limitations for so long. I went back to my midlander. lol They also make some gunblades look like toothpicks, but that's a less important nitpick at the end of the day. I really hope they have some things planned for Viera and Hrothgar in Endwalker, because they have already let these 2 races go as they are long enough. I want to stick with Hrothgar, but SE is making it really, really hard. That's a shame too, because I think these 2 races are great and that they have a lot of potential. They'd get some, not all. Sounds like you feel the same way I do, even fantasiaing back like me... Me too! I hope they can actually use half the event rewards, and MAYBE, just maybe they end up getting hairstyle (or face) updates like everyone else. Both hrothgar and viera do have a lot of potential, but they just get left behind, and it's really frustrating.Yeah...as much as I love playing Hrothgar, I can only take the limitations for so long. You know, I wouldnt be surprised if the items they were planning to add "bit by bit" were those that the team managed to get done in their own time, behind Yoshidas back - so instead of every patch being something minor like "Hooray, Viera and Hrothgar can use this one type of flower for their hair now!" we got everything at once (even the glasses, that Yoshida said we wouldnt get).
Each time I read a post like the OPs, I'm feeling more and more like as if they shouldnt have done any of this in the first place. They had communicated that adding a new race wasnt really a possibility, but people cried, so they somehow pulled it off. And now people are crying again because they dont understand that they actually meant what they said when they said "No helmets, no hats"...

Again.. where does it say the two new races will never get any new hats?

My point being.. again.. where does it say they will never get any of the new headgear?
could be.. but also.. again.. If they said "the two new races will never get any new headgear" I'd concede that.. but.. they left it quite open ended and implied that it would merely take longer to adapt some rewards (though not all).

What I'm trying to say is that there was never a direct statement that the two new races were just not going to get any new headgear ever and the sentiment of frustration at not getting event headgear (or even a replacement) for an event conceived nearly 2 years after the race has been released is pretty understandable.

Believe it or not, I was actually agreeing with you (or at least I think I was). They only ruled out ALL headgear, that doesn't mean nothing. We could perhaps see a small selection of hats even, such as artifact gear, if they really wanted to, AND keep to their word. I think. However, people really shouldn't be surprised when they continue to not receive these items.
The outrage should be how these races are treated/ignored. Like I said, it's as if they do not exist. Continuously doing events where viera cannot use the items, even though there are specific headgear types they could have added instead, or alternatively that would actually have been usable by these races. Not only that, probably more popular than a recycled hat. I think the icing on the cake would be for people who not only play viera/hrothgar, but also do not have a house, so the other event reward(s) are unusable too!
As far as I am aware, not a single update for viera/hrothgar (that was promised) has been released, and it's nearly the next expansion already. Imagine if they don't announce any updates in May?!
Covid.. again? Viera/hrothgar were "completed" PRIOR to Covid. Not a single update during 2019, even though they promised hair "of course". While every other race in the game before, AND DURING Covid have received regular updates, new hairstyles, and usable event rewards. While viera/hrothgar are sitting on the sidelines with NOTHING. Where are our race specific hairs? 6.0?!We can debate about if they should have done more to complete the races before launch, and I would say that you're right. They should be finished when they launch them. But they also set expectations that headgear would not be an option on launch, and then COVID happened, and has been said and resaid, when they're struggling to even release patches and events, making more hats fit so that a minority of the playerbase can wear them gets pushed back on priority so that the content that 100% of players can take part in gets put out.
It's disingenuous to be told "this will not work" then get angry that what they told you up front turns out to be the truth... and if I'm being entirely cynical, I wouldn't expect any hats ever to be added. Consider how long people have been asking for things they've said they'd add more of later. We haven't had new egi glamors since the launch in Heavensward, and people have been asking for highlander eyebrows for... I can't even say how many years. Yes. It's frustrating. But it's good to temper your expectations based on both the front loading of what they told us about the races, and the history they have of "we'll add more over time"

Right at the top.
They said the face parts will not work with headgear. It's not just a backwards compatibility issue.Q: With the two new races' unique heads, how will their headgear work?
A: It won't be displayed, because those face parts wouldn't work in FFXIV's system if headgear were involved.
Maybe there are mods that can do it, but perhaps there are other difficulties at a system level - or why would they deliberately hobble themselves with refusing to use that method when they know people want it?
