I agree with most of the sentiments, OP, truly I do....even if your delivery leaves a lot to be desired.
While yeah, they were super upfront about the hat thing, it still feels bad that they aren’t considering viera/hroth, especially when it comes to the last two events. We can’t wear hats, so give us an alternative glam option like glasses or a headband or something. They have no problems making two different gender models for a bunch of gear all the time. I would like to see them do that for events and AF gear with viera/hroth.
The hair thing annoys me a lot, though. The dev team has been consistently pumping out hair for everyone else every single patch and we haven’t been touched since launch.
I understand this point but a lot of the frustration with hats right now is the only item of clothing from the Valentine's event is a freaking hat. Viera and hrothgar are being entirely denied the fun in having a new seasonal piece of gear to wear. That is NOT okay. That reward could have been literally anything else, but for some reason SE chose something that would exclude two races.

Above everything else this personally infuriates me. I chose viera partially because I knew the hat issue would rarely interfere with my glamming habits. As a miqo I rarely wore hats aside from some seasonal glams, so I knew I could live without having any hats. However part of this decision was SE's promise that viera and hrothgar would get new hair. And what have we got? Nothing, while all the other races got multiple new hairstyles since 5.0. We don't even have the smallest scrap of an announcement that new hair is coming for us. No concept art, no teaser, nothing. It's like they forgot about viera and hrothgar.
And no covid is not an excuse for choosing a hat for a seasonal event, nor is it an excuse for saying literally nothing about viera and hrothgar hair. Even just a little announcement that something is coming would be huge for us.

I agree with you, however they are making a very solid point considering this thread isn't about the lack of other Valentines items, but explicitly the hat itself:

The exceptions are because employees at Square did work off the clock, on their own time, to make them work, and this was done without even Yoshida's knowledge until it was complete and ready to launch. (This is also why we have flying in ARR zones)I'm fine with no hats. They said no hats (but did make an exception to some! We continue to get head pieces because of the initial feedback!), but did say we would get hair. I hope that they say SOMETHING in the next event in May.
That being said: event items shouldn't be things that two races can't use. Just like having the only event items be yard furniture. It's bad taste.
It may not be the intent because who knows what people actually knew about the background there, but it ends up reading like "I want more people to spend their time working for free so I can benefit" Viera hats aren't a priority, especially when you consider that this year patches had to be delayed and seasonal events eliminated or merged with other events just so they could keep on top of the workload and strain provided by the global pandemic.
I don't remember them saying NEVER. I recall quite a few statements of adaptation over time. It has been some time. I don't even play Viera or Hrothgar but.. the sentiment is understandable.

A: It won't be displayed, because those face parts wouldn't work in FFXIV's system if headgear were involved. Even Viera ears would've had to be moved down to where Miqo'te ears are. It would've been meaningless if you couldn't go all-out creating characters from these new races, so we decided that helmets wouldn't be necessary. You can equip them, but they won't be displayed. However, things that replace the head are OK, like the snowman head, fat chocobo head, etc. No glasses. Basically, the default is that it won't be shown, and only things that replace the head are ok. We'll make more things compatible over time, bit by bit, but they won't be compatible at launch.

It was after this interview that Yoshida learned that some of his staff had done off the clock work making a limited number of pieces of headgear work for viera and hrothgar work. But the initial implementation was always to be that the only pieces that would be display are those that replace the entire head. They did indeed make more available. But it shouldn't really be a surprise that with all the other stresses on the work environment over the past year that adding additional helms to the races was not considered a high priority. Playable content always takes priority over something like this where the game works even if you can't wear hats, especially when this is an issue that effects less than 10% of the playerbase.

They'd get some, not all. Particularly hats, helmets. "Not 100% of headgear".
I'm more concerned that they have seem to have forgotten about them. They get left out of a multitude of event rewards, and have gotten zero updates, even though it was stated they would receive more hairs. They have gone on to update this game, as if viera/hrothgar don't even exist. EVEN IF they announced some new hairstyles in May, or for 6.0, that's WAY TOO long of a wait! I just wonder how many hairstyles, and event items, viera will continue to be left out of during EW..
