If melee dps is getting brought ahead of schedule then doing so twice in a row would lead to player frustration, both at 7.0 for people that want to see new stuff in other roles where melee gets special treatment and also potentially later if the goal is to balance the real number of jobs per role because you'd need to skip melee for something like three expacs to bring all the other roles up to cover it.
You could bump up both ranged at 7.0 and hit scouting at 8.0 which would then just mean it'd be up for being skipped twice after that which wouldn't be abnormal.

The last bit you're more arguing the balance of jobs per slot, not jobs per role, while also not really acknowledging that Tanks and Healers have the same number of slots as Melee dps. If it's based on slots and not roles then Healers and Tanks are behind, where based on roles they're actually just basically on average.
If you look at the actual decisions made, according to your logic they should have actually released a melee for 5.0 as that would have balanced Melee vs Ranged dps, but they didn't. There also shouldn't be an expansion where we don't get either a tank or a healer, which we've had.
Given Healers being split and the comment from Yoshi-p that the comp should be one of each type, there's also an argument that healers should be brought up to six so there are three options for each slot and Tanks while not split are just the same as Melee DPS. Which becomes well... concerning for Magical and Physical Ranged DPS because how many expacs would those roles need to be skipped for new jobs to make that balance happen?
