Yes, Yoshi-P clearly stated that there won't be any more new races coming. He never said there will be no missing genders coming to already existing races.

You seem to have missed this part:

What that means is that the two genders added are considered one race, functionally. In development, they are considered to be ONE race, not multiple. So no, this is the LAST race they intended to add. Whether or not that sticks, only SE will know until it's announced otherwise.

Technically yes, they are one race if put together. But even so, adding a gender to an already existing race doesn't make it a "new" race.

From a technical point of view it does. Since the work to put in the two missing genders would be equivalent to making another playable race.
