This, so much. As I've said elsewhere, I think they could alleviate a lot of the frustration by making three simple changes:
1. Either CLL and DR should award mettle for clearing the various bosses, or they should do away with mettle loss in those instances.
Either is fine, but having an instance with a punishment on failure and no significant award for success (other than "I cleared it and can continue with the story") disincentivizes people to go back and run it again (and thus help more people clear it). And I say this as someone who actually enjoys Castrum.
2. CLL's rewards should be upped/altered.
At the very least, increase the drop rate for the gear upgrades. The initial Bozjan gear is no longer the current 'tier' of Bozjan equipment, having been supplanted by Law's Order. In any other place in this game where we shifted tiers within content, the previous tier would've been made more accessible. (Crystarium gear, for instance, is a lot more easily obtained now than it was when it was the top tomestone gear.)
This seems doubly important for Bozja, given that the augmented Bozjan gear is literally one of the augment materials for the Law's Order gear. Increasing the drop rate of the previous tier's augment tokens would both encourage folks to run CLL for that gear, and to run DR for the Law's Order augment materials. I know a lot of people who aren't going to run DR to try to augment the Law's Order gear not because they don't want the augmented versions, but because they look at needing to augment the Bozjan gear first and look at Castrum's drop rates and the convoluted way to queue in (see next point) and go "yeah, no."
3. WHO IN THE FLAMING HECK THOUGHT THAT WAS A GOOD QUEUE METHOD FOR CASTRUM?
This is the big one. Even if you do the previous things to incentivize people running Castrum, the queue method is so counter-productive. You can only queue in every hour -- moreover, every hour offset by some effectively-random amount, based on whenever that particular Bozjan Southern Front instance was spawned -- and you are reliant on people in your specific instance of Bozja to queue in as well.
Even if you have 70 people wanting to run CLL at a given moment, and even if by some quirk every Bozjan Southern Front instance was aligned on when Castrum would pop, if those 70 people were scattered across 6 different instances, you could easily have none of those CLL pops have enough people to be viable.
Clearly they know this was a mistake, because Delubrum Reginae has a sane queue method (an NPC who functionally works like the Duty Finder). Castrum should be retrofitted to work the same way, and they should do that yesterday, if not sooner.
Yes, I'm sure that Castrum is harder to put in the normal duty instancing system because it appears to be implemented as just teleporting people to another part of an existing instance tucked away off the map so as to run a FATE with an extremely large radius. Hence why /shout still reaches people outside of Castrum. But I imagine that is not an insurmountable engineering challenge. I have no doubt it would be a hassle and a headache to refactor Castrum in that manner so that it functioned as a separate instance, I grant, but sometimes refactoring your code/redesigning your product/whatever is necessary to have it function effectively and I would argue that this is 100% most definitely one of those cases.
