Bad design is bad design and it should be called out and respectfully criticized.
Most people want a nice middle ground between "Pay 1000 poetics for your first step" and "Korean Grind or RNG hellfest" for the current one.
There is nothing wrong with the design. The step is designed to fill the alliance raids with players to keep those queues pumping. You get a BiS weapon for your job at the end of the expansion. Seems fair. Also, this is entirely optional. If you don't like it you don't have to do it.
Veteran healers don't care if we need to heal, but right now we don't. We want interesting things to do during the downtime other than a 30s dot and a single filler spell that hasn't changed from lvl 4 to lvl 90.
Dead DPS do no DPS. Raised DPS do 25/50% lower DPS. Do the mechanics and don't stand in bad stuff.

Instead of making it appealing to the people who enjoy that content by addressing their concerns, they just shovel other players into it to make it live again for a bit. Exactly, who needs to worry about fun? We'll think about that when the problems come even though they were obvious from the get-go.
Seriously, people were farming Eureka a week ago because they would rather get whatever rewards you got from there instead while several threads+vids of how dead Bozja was were being posted. Even though Bozja is supposed to be this expansion's version of Eureka+Deep Dungeon, which has always been really populated content for people levelling alts.
I understand MMOs need to get grindy sometimes, but fun is also important in a game. Actually, it is the main purpose of a game and you can't simply ignore it because "Relics are always grindy and this time you have to run Raids 30 times" Can you had a little fun or variety there, please? Thanks.
This is a straight up lie. I've been in Bozja and on several occasions less than 20 people bother with it. While Castrum may have an upswing in activity at certain times, that's a far cry from "running on all cylinders." Of course, you always think this is game is literally perfect in every way. So I'm not surprised.

They didn't need CT in there, that part could have been removed completely. Well, if SE wasn't so cheap with the devs for this game and paid them more they could have converted the Crystal Tower raids into a solo duty and avoid that issue entirely since Crystal Tower is now required to progress the MSQ, but gotta save as much money as possible.
