I suspect the reason Viera and Hrothgar don't pay less for Mogstation glamour despite being unable to wear the hats is, as other people have said, because you're buying the glamour items and they don't care what you do with them. You don't get a refund on hats when you fantasia from Au Ra into Viera, you don't get a refund on the female glamours if you fantasia from a miqo'te Seeker lady into a giant Roegadyn guy, etc. And you're free to buy the male glamours to put your retainers (or Kai-Shirr) into them, etc.

Beyond that, I think (though I'm not sure) that these particular sets actually pre-date the Viera and Hrothgar, as I think they may have been older ones exclusive to one of the Chinese or Korean versions of the game that are licensed from Square and run by other folks (and who are running considerably behind the global version in terms of what patch they're at).

Doesn't mean they shouldn't have probably adjusted the items for Viera and Hrothgar when they brought the items across into the global game, mind you. Though for all I know, the potential legal complexities of licensing content back from people who license Square's content and then add stuff to it... maybe they're not allowed to change the items, or whatever. (I certainly saw weirder contract conditions when I worked in the games industry, so.)

But all that aside, while I get not wanting to go back and retroactively fix all previous headgear for Hrothgar and Viera—which was a cost folks pretty much knew was coming going into the addition of two new races (or really, one new race that just is split into gender-locked variants of two races)—I do feel like it's a little disappointing they don't seem to be making the headgear work on new stuff in general going forward (even if I understand the designers probably having some frustration with how you'd handle Viera ears for some of them).

I certainly do think selling pieces of sets would be great; I have never, that I can think of, used an entirety of a set at once. The most I've done, I believe, is two pieces of a specific glamour set at once; my long-time WHM glamour was the Lightning chest (dyed white) and boots, along with the Leonhart pants and gloves, and the Nezha Lady headpiece.

And while I use the Nezha Star headpiece so often that it's basically part of the character's design at this point, I don't think I've ever actually used any other piece of that glamour set.

So being able to buy the individual parts of a glamour set would be exceptionally nice.

I aim to make my posts engaging and entertaining, even when you might not agree with me. And failing that, I'll just be very, VERY wordy.

It would. Only the gloves work with my outfit.

Obviously this would have buying the whole pack be less expensive as buying each piece on their own, but you could just get that top you really like and not have the other 4 pieces collect dust on a retainer.
I'd love it too, but they unfortunately seem to be going in the opposite direction - the Lightning and Snow outfits used to be sold in pieces alongside the full set, with the hairstyle as a bonus for buying the set, but they removed those from the shop and only sell the sets now.

Because it's not about retrofitting versus making new ones compatible, it's about the design of the races that does not allow them to wear most hats. Ever. They said that from the start.

Im the type that likes to see my characters face, but Im not big on Hats. So being able to Put on Glasses so I can have the 'Mature", smart or sage type look was just BOOM, perfect!. (Specs are sexy-fight me)

There is more then enough discussion around this topic on another thread, but Im gonna echo hope that 6.0 will feature some updates to both Viera and Hrothgar.
I can easily be wrong, but I will found out soon enough
Missed this post earlier. Don't get me wrong now, I think the devs giving their own time so hrothgar/viera players could have some headgear is more than admirable - and is probably the reason they continue to receive some headgear, rather than none. But, a lot of this headgear floats really badly - on both. For example, the Far Eastern Schoolgirl's Hair Ribbon floats above a viera's head, and actually the only hair, at least that I used, that would work for it was the big ponytail. I wish we could receive some updates to alleviate this somewhat. At least with certain pieces.

i question myself the same thing sometimes and find myself wanting to fantasia back to lalafell or any other race just to use hats again , but when i try and make an alt or go look at my screenshots i change my mind again i prefer how viera look in glams compared to other races also being the tallest in almost every party i enter , i still miss my lalafell sometimes .
as for the new mogstation outfit thankfully i don't really like the hat so i might buy it just for the top , as others said here i wish they sell them separately

They were both rushed and SE knows people will shell out money for them

They really need a hard update- more hairstyles/ hrothgar need to be able to change hair without having to use a fantasia- that is such an obvious money grab or just a lack of caring

IMO Viera should have been released 1st, finished & not the lackluster e-girl go to that they are. They should have had access to all hats being visible
Hrothgar should have been worked on following up with a later patch

    Both races deserved more time

Case in point, I would buy several of the flats for my alt characters because I adore those shoes. While I like the Togi itself, I don't care to have it on every character. I honestly feel like they're missing out on an opportunity.

Letter from the Producer LIVE Part IX Q&A Summary (10/30/2013)
Q: Will there be any maintenance fees or other costs for housing, besides the cost of the land and house?
A: In older MMOs, such as Ultima Online, there was a house maintenance fee you had to pay weekly, but in FFXIV: ARR we decided against this system. Similarly, these older MMOs also had a system where your house would break down if you didn’t log in after a while in order to have you continue your subscription, but this is a thing of the past and we won't have any system like that.

they can fix viera but won't because they can't do the same for hrothgar without starting over.
all of hrothgars woes relate to their incredibly thick neck and the way they hunch over. any hair we already have will probably clip through the neck and the only way to put a hat on them is to drastically resize and reposition it.
another solution would be to do what wow did, giving them a unique headpiece that can be reskinned to match the gearset, but that only works in wow because most of their gear (robes especially) are the same mesh with new textures. it doesnt fit as well in ffxiv.

I always say to myself,: I can understand not wanting to really go back and mess with the older stuff, but not developing the newer stuff along side every other race for Hrothgar and viera makes 0 sense to me.

Case in point; The windcaller (?) hairstyle from bozja. Some hairstyles also really wouldn't require an entire refit (the shorter hairstyles). Another point would be some of their hairstyles really wouldnt require a drastic amount of work (check around the internet and you'll see). Also, I think that Mogstation items should be the exception to the limited headgear for viera and hrothgar because I mean...you're actually using your money to buy it....you should be able to wear the headgear...
