When Shadowbringers was announced, we didn't know we were going to the First until the third Fanfest. The locations shown were assumed to be in the Source, and the Crystal Tower was only shown for a split second off in the distance of what we thought was a flashback.
When Stormblood was announced, we only got half the trailer, set in Gyr Abania, so we didn't know about Othard until the second? Fanfest.

Seeing how everything has been reduced to the this one digital fanfest, we can assume we will get all the information regarding the expansion they are willing to reveal at fanfest in one go. So new classes, new systems, the area of the next expansion, as well as a trailer are all on the table.

For example, the first stage could be full reveal of what expect through the new Cinematic trailer of 6.0 and 2nd stage in the next event may focus on going into detail of these things due to a lot of questions needing to be answered after the big reveal in 1st stage.
A lot of plans had to rearranged after all just to compensate for a lot of restrictions on workplaces.
I have a feeling Garlemald is still going to be a part of 6.0 but just not as big as people expect due to the destruction that happened during 5.X era storyline and potential focus on maybe a 2nd or 3rd location.The one hint I saw in 5.4 points to Werlyt and Bozja, as the Imperial capital is "half reduced to rubble" and we're unlikely to fully explore either region before the ending of Shadowbringers (or rather 5.X; Shadowbringers' story arc was 4.4 - 5.3).
Yes, we've gotten a lot of information on the Garlean Empire, and there are ready-made parts of it used in cutscenes... but we know much more about it than the rest of Ilsabard, and with the Empire seemingly collapsing I don't really see the need to go there at the moment, especially given both Zenos and Danny Boy are not resting on their laurels at the capital.
Now, I could be wrong, probably am wrong, and don't know how to make heads or tails of the New Years' hint... but...
(Gotta beat Emerald Weapon EX for the gunblade on my alt 'fore 6.0, cool gunblades are hard to come by and I really don't feel like FATE / Bozja grinding on two characters...)
We may only get half or 1/3 of the Garlean Capital as explorable while the other part maybe used for 6.X era contents such as new reconstruction contents to replace Ishgard reconstruction for 6.X era or side storyline.
