Pretty sure it was discussed in a live letter. I'm not sure which one it was but it was one of the recent ones and was at about the time they were talking about adding the additional wards.

I don't recall any mention of dedicated housing servers, though there was this in an announcement:

The travel restrictions introduced in response to the novel coronavirus (COVID-19) currently prevent us from making any large-scale physical expansion to our servers, and so we are focusing on optimizing server processing in order to provide extra plots.

It's implied that they wanted to add more wards but couldn't because of server capacity issues. I don't know what the server architecture of the game is like, so can't say if new servers would be used for the additional wards exclusively or if they would dynamically serve any game areas.
