I'd say that the team that makes the fashion accessories is probably not the same team that makes the dungeons. If I had to guess, getting fewer dungeons is a result of more time being spent on Bozja.

Bozja (1 unique solo instance with Trial arena, 1 Battlefield Zone and 1 48 player dungeon with 2 possibly 3 more zones coming), Firmament(Brum/Foundation rebuild likely coming in 5.5), Terncliff, Lyhe Mheg, Diadem rework, and the ARR zone up date all required work from the zone/dungeon modeling team.
