If there was not going to be Starlight Celebration this year, I'm certain they would have warned us in advance just as they warned us that there was not going to be All Saints' Wake.

Seasonal events usually get announced a week in advance. Starlight Celebration is the last two weeks of the year so we'll probably get the announcement on the 10th or 11th.

If we are getting an event this year, it will very likely run from Dec, 14 through Dec, 31. The announcement will likely be dropped shortly after patch day next week. I would take it as a good sign that nothing has been announced yet because if it was going to be cancelled, they very likely would have said so already.

I also wouldn't expect much of a grind or farm. You will very likely get everything the event rewards in two hours or less, with a good portion of that time being tied up reading the dialogue and cutscenes.

Pretty sure yoshida showed off a snowman mount during live letter, I guess its possible
it could be a mogstation mount but seemed very holiday-ish. For the most part they have said just the Halloween event is being skip so they can continue with the rest without delay.

We all thought the spriggan mount would be an Easter holiday reward due to spriggans being involved in the holiday quests, but it went on the cash shop. Don't get your hopes up too high.

Spriggans appear outside of the Easter quests though, but the snowman is definitely a Christmas decoration.

Other games having christmas start on december 1st is more often than not a way to milk longer. It's like black friday that starts 2 weeks before and lasts for a month.

Is anyone going to be actually even playing this game in a week though?

I play this game daily. There is nothing on the horizon that would change that. I am not buying the Cyberpunk hype. I will wait to see it on streams before I buy.
