I give up with you people. Forum community is absolutely unhinged. Imagine joining my alt's FC just to wait for me to come online to harass me lmao.
People really do complain about pretty much anything lately, i mean, really? Stalking? In a mmorpg? I wish i had someone stalking me so that i can queue for PvP faster.
Actually, Square Enix does a great job with dealing with harassment. I personally have never needed to actually report someone for harassment because I find the Blacklist function to be an effective tool, but the people I know who have gone through the effort tell me that the issue was dealt with quickly. I have never heard of an instance where a person was using bad language, or name calling, and Square Enix didn't do something about it.
I honestly don't see the big deal about someone following me around. I've had it happen and I just ignored it. For me, it wasn't a big deal. However, in instances where it does become an issue then why not try teleporting? Though, I personally wouldn't bother as that will only let the person know they've gotten under my skin and give them a reason to continue that behavior. If someone spam emotes at you, after you've blocklisted them, then Square Enix will take action because of their strong stance against spamming. I've seen people suspended because of those annoying picture spams in dungeons.
I suspect that if the person is following you around in game, they are probably looking you up online.. and they are aware of at least some of the public complaints you've made about this. Speaking as someone who has dealt with trolls on the internet for a long while, I can tell you all you are doing right now is feeding him/her. They thrive on creating drama.
Also, someone else mentioned it but It should be mentioned again. Sending a hundred tickets definitely does not help your cause. As someone who worked in a position to resolve tickets, I can tell you that people who spammed tickets for the same issue became well known around the office and all their issues were seen as frivolous complaints. I would not be surprised if you've got a bias against you with the rank and file.

Personally, I don't see following someone around as a punishable offense.. for the same reason you can't arrest paparazzi. People have a right to go where they want..
On some level I feel bad that another player is having a hard time with an issue.. but then I see over 100 tickets were sent and I get kind of annoyed because I know that frivolous tickets clog up the pipeline and delays resolutions for other players... and its not even an attack on OP because I see it all over the forums about a number of issues. So and so will say "I sent dozens of tickets" and all I can think of is how counterproductive that is.

No. It's probably something they should fix in an upcoming patch. But someone who uses those features should not be punished because someone else doesn't like it... and it's certainly not something that warrants over 100 tickets.
The game literally provides a means to give a suggestion, I believe under the same menu you would go to report someone. Instead of sending a report you know will get ignored because the behavior being reported is not punishable, maybe make a suggestion?

Why does it bother you? This is a legit question and I'm honestly not trying to be a butt.
This isn't a pvp game, it's not a game with body blocking (I forgot the actual term) and you can turn emote messages off. What do you want them to do? The only thing I agree with, is that it's weird if you block someone, if you guys were every on each other's friend's list they can still see you. But then again, you blocked them not the other way around *♀️.
I guarantee you when you stop letting something this small upset you, that person will stop. Honestly if it were me and I saw you were making posts about me and sending in hundreds of tickets, I'd keep doing it just because that's hilarious.
