Ideally, this would be great, roll timers extending past you leaving the instance, so no one ever needs to stick around.
But seems like a huge technical hurdle to overcome.

I agree that the loot timer is an issue, but I do not think that making all of the timers shorter is the solution.
I think that they should actually postpone the timers for items that drop partway through the dungeon (e.g., if there are 3 bosses, the 1st and 2nd bosses' drops should not immediately have a timer tied to them; the same would go for treasure chests that are opened along the way). The timer for all of this loot should not start ticking until the entire dungeon / raid / trial is completed. Upon completion of everything, the timer should finally start ticking, and this is the timer that should be reduced (e.g., to 60 seconds). I think a big issue with the current timers is that if you're trying to keep up with everyone (especially if you're tanking / healing), you often don't have time to see what has dropped if you're searching for a particular piece of glamour. This would prevent the clowns who leave duties as soon as they've got what they came for by forcing them stick around until the end of the instance or else they don't get anything. It would also allow players to more carefully determine what they want at the end of the instance while forcing people to roll on loot within a much more reasonable amount of time.
Still feel like this is an issue to be discussed further since I've been having it happen in roulettes ad nauseum

Unhappy with how they implemented Mahjong? -> http://forum.square-enix.com/ffxiv/threads/381358-Mahjong-is-the-most-depressing-mini-game-you-ve-added-to-XIV
This didn't seem like much of an issue to me before but for some reason the last few Nier raids I've run have all had timer squatters after the last boss. One even actually literally went until the timer expired. It would be nice if there was a display akin to the ready check window to see who looted and who didn't.
Let them wait.
Only one can roll 99, and if you let others roll first, well...
