If the quote you're referring to is the same one I saw, it's not talking about a direct comparison of one to the other but that the reason the vaccine is "less effective" is that it does not yet exist, but we do have masks. Masks are immeasurably more effective right now.

I think it could be worded better - a mask is a better weapon than the hope of a future vaccine we don't have yet. And until we have that vaccine, maybe even once we have it, we still need to be doing everything else we possibly can to slow the spread of the virus.

I dont know if SE has all the info for the next expansion but if so, I would had like to have seen 3 LIVE LETTERS style of Fan Fests. NA FAN FEST LIVE LETTER, schedule for November, would have had the teaser trailer, basic info on the next expansion, possibly a few screen shots; JPN FAN FEST LIVE LETTER, scheduled for December, would have a updated trailer, more info on the next expansion; EU FAN FEST LIVE LETTER, scheduled for February, would have gave us the complete trailer, all the info regarding the expansion. They're still 2 months behind on everything. Our Novemeber Fanfest content won't be ready til January, and the last Fanfest would typically be in Feb/March.
So a Feb and May event makes sense. With any luck we get a bit more announced in Feb than we would have in November, and then May would be a bigger info drop than the last one typically is.

Based on that, the date is likely the 8th as it's usually 11 days before patch release.

The point of a fanfest is more about the community around the game than it is about them promoting the new expansion, especially the first two fanfests. If you recall the Vegas Fanfest from 2018 for Shadowbringers they basically didn't tell us much of anything. They said there'd be new jobs, that they'd adjust, add new actions, that they'd boost the level cap, that there'd be new dungeons and raids, and so on. That's all par for the course for a new expansion, the only real information they gave about Shadowbringers was teasing the Viera but without showing any assets, that trusts would be a thing, briefly mentioning the new game plus system, and then bringing up the data center reworking. Pretty much all of that could be covered in a standard live letter for a patch.

Also they just straight up lied about the premise of Shadowbringers by saying that it was when we were going to finally take down the Garlean empire which isn't what it was at all. So this early they're totally willing to give us false information which can get peoples hopes up for something that isn't happening.

With how they drip feed content, there's genuinely nothing they'd show right now other than a teaser.

That part of the presentation includes the setup for Shadowbringers. It's not a lie that, at this point in the story, it was "time to take down" the Garlean Empire. And that's what we've been setting up to do leading up to Shadowbringers as well as in side content in Shadowbringers (Weapons and Bozja storylines) as well as, likely, the 5.4 and 5.5 MSQ story.
