Different people working on different things may decide differently on how much of a delay they need. Maybe WoW would benefit from a longer delay.

So we're seeing a 2 month delay for 5.3.

This puts 5.4 at a now 3 month delay from its original release, which would mean, if you consider the original 2 month delay for 5.3, then the slow down from 2 months to now 3 months for 5.4, the XIV team is running closer to around 66%-75% production.
5.1 - Late October
5.2 - Late February
5.3 - Early August (I don't know where you get October, that's 5.35)
5.4 - Expected to be early December
So, a two-month delay for 5.3, but no delay for 5.4 if they release in December.
Also, where do you get September 22 date for 5.4?

This could happen before COVID and will still happen after COVID. Same as any personal situation that prevents keeping a subscription going on. If we follow that logic demo timer should be removed forever.No. It's not time.
The reason for the timers isn't because social distancing might make logging in harder, if anything your general player had MORE time to play, not less. The reason for the timers being off is in case you or someone else contracts COVID, has to go into quarantine and potentially a lengthy hospital stay that this person doesn't then also come back from this disease with a deleted house. Even those who have not been effected by it NOW doesn't mean that a week from now they won't contract it (a player friend of mine just went to the hospital last week from contracting it, and now it's good things that for his hospital stay his house is safe)

In addition to those actually getting sick and being stuck in hospital for lengths of time, there's also the financial hit and the fact that many have lost their jobs, and thus their ability to support a continuing subscription.
If we go by the 5.0-5.2 releases, they're all about 4 months apart. So if 5.3 was supposed to be released on June 16 (about 4 months after 5.2's February 18 release date), then 5.4 would've been released on October 6 or 13 more likely.
It's typically a 16 week cycle, which is slightly less than 4 months, so the date will drift back (relative to 4 months) a little over the course of the expansion.
3.4 was Sept 27th, and 4.4 was Sept 18th.

In any case, I never going to get why is more important when more players are potentially affected than when only a few are having a hard time. Bad things are bad things, if SE really cares at least they should revamp apartments.

A 16-week cycle would put 5.4 in October in the original plan. Your rule of thumb doesn't account for longer breaks before the expansion release, especially the one before 5.0.
