It's rather more complicated than that.
Like a lot of Imperial provinces, Bozja (capital Bozja Citadel) was conquered by the Empire some years ago (earlier than Doma, so roughly 30 years). Radovan, the GNB mentor, served as an Imperial conscript until the Lunar Transmitter incident annihilated Bozja Citadel, whereupon he foreswore Imperial service and was thrown into jail for it. The clan that originated the gunbreaker discipline (to which Radovan belongs) was all but wiped out in the incident, but as far as we know there are still fertile Hrothgar women out in the world and the species isn't in danger of going extinct.
Concentration camp is a bit of an ambiguous term - on paper they're labor camps, but in practice they're more like death camps. Regardless, there's little doubt Hrothgar non-citizens are thrown into such places. Even so, there are extant factions of (presumable) Helions out in the world so I don't believe the situation is quite so dire for them.
(That's not even getting into the worst excesses of Imperial mistreatment toward non-Garleans or Radovan in particular, but happily for him one of his compatriots is revealed to have also survived in the GNB 80 quest, he and said compatriot have the PC and Thancred as respective protégés, and they're trying to preserve the gunbreaker discipline by training more adventurers.)
