Pretty sure it was said in the gunbreaker storyline that Hrothgar are being sent to concentration camps. Their revolution in the relic quest line needs to succeed to ensure their race continues. My hope is the at somewhere on the Bojzan Front we'll liberate one of these camps and finally see a female Hrothgar model.

It's rather more complicated than that.

Like a lot of Imperial provinces, Bozja (capital Bozja Citadel) was conquered by the Empire some years ago (earlier than Doma, so roughly 30 years). Radovan, the GNB mentor, served as an Imperial conscript until the Lunar Transmitter incident annihilated Bozja Citadel, whereupon he foreswore Imperial service and was thrown into jail for it. The clan that originated the gunbreaker discipline (to which Radovan belongs) was all but wiped out in the incident, but as far as we know there are still fertile Hrothgar women out in the world and the species isn't in danger of going extinct.

Concentration camp is a bit of an ambiguous term - on paper they're labor camps, but in practice they're more like death camps. Regardless, there's little doubt Hrothgar non-citizens are thrown into such places. Even so, there are extant factions of (presumable) Helions out in the world so I don't believe the situation is quite so dire for them.

(That's not even getting into the worst excesses of Imperial mistreatment toward non-Garleans or Radovan in particular, but happily for him one of his compatriots is revealed to have also survived in the GNB 80 quest, he and said compatriot have the PC and Thancred as respective protégés, and they're trying to preserve the gunbreaker discipline by training more adventurers.)

• "Queen Gunnhildr" is a title held by all queens of Bozja, passed down from one ruler to the next.
• While most queens were Hrothgar due to them making up the lion's share (pun not intended) of Bozjan citizens, not all of them were.
• The Queen Gunnhildr of legend, who used Save the Queen to spare Bozja from the devastation of the Fourth Umbral Calamity, was one such rare exception and was in fact Roegadyn.

This leaves the rescuable prisoners as the only real opportunity to show female Hrothgar in the line so far, and evidently none were prisoners in Castrum Lacus Litore.

Worth noting that the legend version of the tale says the queen who became a Primal was the same as the Hrothgar queen who held off the Allagans (and the mural we saw reflects this). The truth that she was a new Roegadyn queen installed specifically for that purpose by Gunnhildr's Blades isn't widely known.

They don't seem to have bothered to address it, but it stands out like a sore thumb in the entire Southern Front that the male characters are nearly all Hrothgar and all the female characters are something else. Comically so, I was honestly laughing when they were introducing the Blades of Gunnhildr because of the absurdity of it.

Its even funnier when you remember that the community pleaded for Viera and SE pivoted to make the player base happy. Hrothgar and this content were planned together and if we didn't get the Viera development pivot we would have had female Hrothgar in the first place.

I'm not trying to apologize for SE here, but there is only so much time, money and developers. Furthermore, they tried to give us the best option for both of them and community has turned on them for it. If they gave use both male and female Viera with no Hrothgar, we wouldn't have the race planned to fit the Bozja lore. If we had both male and female Hrothgar with no Viera, we would have people worried Viera would never make it to the game as SE doesn't want to fund making new races.

Maybe things have changed with the outcry of lack of opposite genders and the finical success of Shadowbringers? We can hope the streamed Fanfest in February reveals something and maybe we'll have a female model in game by the end of Bojza in 5.55. Time will tell.

What was their excuse for there being no Au'ra, Viera or Hrothgar NPC's before those races were made?

Hasn't Matsuno said that if male Viera were in the game he knows exactly wht he'd do with them in the stories he writes? But I'm just hearing that second-hand, I'm not sure if he really said that. You can definitely see the limitations that no female Hrothgar put on him in Bozja though.

I... actually don't remember him saying that (And I'm a huge Matsuno fan). I DO remember saying he had an idea of how they'd look and commisioned art of it, though. Still, wouldn't be surprised if he had some ideas featuring Hrothgals for Bozja that technical limitations haven't let him do.
