    well bozja isn't in novrandt be kinda weird for them to say hop to another world and collect these materials

    They don't really tell you to go to Heavensward either, just to reference your memories. ShB could work just as well as HW so it was a bit of an odd choice.

    They do outright tell you to go to those areas - or rather the game does. It's one of those things where the character makes a vague suggestion in dialogue but then you get system text telling you the specific zones where memories can be farmed.
