I feel the need to ask what you're seeing? Because I usually only see people AFK or chatting on the benches. I rarely see any form of RP anywhere. It's not as if these opinions came out of nowhere, though.
I'm on Crystal, and every time i walk through Limsa i see something that makes my eyes need bleach. I'd say something about ul'dah, but the city layout is too inconvenient for me to want to visit regularly so i rarely go there.
Sometimes there's something wholesome going on, but it depends really on the time of day

He might be talking about the occasional naked ERPer. Though they tend to be in far off locations if they're in Limsa at all, like those suspended wood bridges near the inn. Really even on Balmung I almost never see anyone RPing in Limsa and if they do it's usually at the Bismarck or down by the docks, well out of the way of most of the player traffic. Ul'dah is the exception on this server, but even then only a portion of the RP playerbase actually bothers going to the Quicksand since the quality of the RP and chat scroll can be murder at times.
That said OP, this is the site you should be using to meet new people. I'd also invest in a tumblr account if you don't have one already as the calendar for weekly events across the data centers is posted there. Just look up the Balmung Calendar (it was made before server visiting was a thing and when Balmung was considered the defacto RP server, they just never changed the name once RP spread out from there) and find an event you might be interested in attending. It's a good way to meet people.
