They haven't. Nor do they seem to plan to.

Such a unique (easily the most unique that FFXIV has) race. But male only. Why? Is it because women have to follow pretty standards? Is it because they can't be a little bulkier? My sub is cancelled and will be staying such till we get female Hrothgar. Its completly inexcusable.

We got male Hrothgar and female Viera. Female Hrothgar are by lore rare so it would be stupid af if players could play them, we don't need more snowflakes. Same with male Viera. I know you (and others) probably don't care about the lore and the story, maybe you should play something without story and not a rpg.

No they are not, and SE has never said that.

They are separate races and the other genders are described even though they are not seen.
