I don't recall the OP's point exactly, so let's just assume for the benefit of the otter gate that it was dark and not particularly desirable, so these people who disliked the OP thread and wanted to see the thread transform from what it was into something else / shut it down started posting photos of otters and making otter puns. Like You're otterly cute! I saw this and I did technically warn people not to do that, I wasn't the only one if I recall that was like "this isn't going to end how you like it".
Because they derailed the thread they were all punished, and I can't recall if anything happened to OP. The response time for this action wasn't minutes but it was pretty quick if you compare it to someone running around reviving old threads for weeks lol.
Part of the problem though is often they've not broken a rule, just been frustrating to people. Frustrating isn't necessarily against the rules, and proving malice can be difficult. Maybe I'd compare it to how China bans freedom of speech on their side but then uses ours to bad mouth others. We could of course clamp down on them and become just like them, there might be a nice more balanced solution too of course, but some people will find it exceptionally frustrating that the rules are protecting someone who appears to be a bad actor while hurting those they feel are good actors.
