They have said since Shadowbringer's release that increasing the item limits inside houses/apartments is something they need to address. The soonest I would expect to see it happen is when Ishgard housing gets released.

Outside limits are unlikely to change because of the way the wards are designed and how everyone's outdoor furnishings are displayed.
