    If I recall, Noah van Gabranth isn't a native Garlean, but managed to achieve a rank of Legatus of the IVth Legion. I think it's possible for them to reach Van, it is just a lot harder than a pureblood would have.

    I like to think they broke their Lorebook Lore for him just so that he could be FF XII Cameo Fanservice.

    This one's extremely unclear. We've been told by various sources that it is impossible for a non-native Imperial citizen to exceed the station of "sas" but yes, we have Noah van Gabranth and his predecessor / father Basch; both non-native Legatuses. This is an exception, thus I smell retcons or some other wonky shenanigans to force as many Ivalice references in as possible.

    (My current theory is that Basch was a Garlean who lived outside of the Republic before Solus / Emet-Selch forged it into an Empire, then swore fealty instead of having his homeland be crushed under the Empire's heel and was rewarded for it with the "van" title... which he then somehow passed down to his son...

    This is the only way I currently see to reconcile this inconsistency without retcons.)
