An alternative to the current housing system of cottage, house, and mansion

Why not change to a system where every plot would start from a small cottage, and then get updated to house and then mansion with each time more money invested? In this way we can resolve the problem that people are competing against each other for the only 3 mansions in each ward.

While that would personally aleviate plenty of the stresses that house-owners have (which pales in comparison to the Homeless, but still.) it would require a total rework of the ward system, not to mention it would no longer look the way it is with small houses all curled around each other like the end of a street. Instead, every house will be Large / XL plot-size away just to make space for the POTENTIAL upgrades.

It'd be great, but it would take a lot of work that I don't think the current system can handle right now. The Spaghetti that it is.

they would still have to redo the wards a bit but what if they made it so that the inside was what was upgraded and the outside can be changed to whatever you want? for example i vastly prefer the look of the cottage housing skins even though i have a medium. i would love to keep my medium interior but have the look of a cottage outside. i mean what's time or space anyways
