I meant in the sense that this book's intent is to not have MSQ ARR content block you from extensions. CT is side content, but it is ARR. That's why I think it's a grey area, even moreso that they seem to have acknowledged it since NOW, the book also unlocks CT.You paid for a product and received everything you paid for.
It is not fraud for the producers to change the contents of the product for other people who will buy it in future.

That's the intention, yes. But in any case you paid for a story skip to the start of Shadowbringers, which is not gated by CT. And presumably used it at a point where CT had not yet become mandatory with the release of 5.3.
If CT was required to start playing 5.0 and the story skip didn't complete it for you - dropped you at the start of the game and said "oh sorry, you'll have to go do something else immediately first" - that would be poor planning. But that isn't the case here - they've only introduced the requirement later, and changed the product to reflect that.
